I've been using Keychain on my MBP and my iPhone since it came out, and now I have a Win10 laptop as my primary work machine.
Am I SOL, or is there a way to read/write Keychain password from my Win10 machine?

I think it is assumed that you have all apple devices when using Keychain, you would be better off using Lastpass or 1Password , not as elegent but cross platform and both have more functionallity. It would be nice to see Apple think a bit more about the cross platform experience given that many of us do not have the luxury of using Apple devices at work but still need to access their services.
Checking out Lastpass now, looks pretty darn cool thanks.
