I just got a new MacBook Pro (13-inch, Late 2016, Four Thunderbolt 3 Ports) and with it came Sierra (10.12.1). When using a full size external keyboard keys F14 and F15 control monitor brightness. I believe this used to be configurable in the keyboard shortcut prefs, but I can't see them there anymore. I am wanting to turn them off to use for custom functions. Any ideas?
Here's the fix!
This was really annoying me too, and here's how I fixed it. Apparently the Display option only appears in System Prefs > Keyboard > Shortcuts when a non-Apple keyboard is attached to your Mac. I plugged in a Dell USB keyboard, did the little dialog box / walk-through to recognize (identify) it, and opened System Prefs. The Displays option magically showed up, allowing me to un-check F14 & F15 for monitor brightness. And the setting sticked when I swapped back to my Apple keyboard. I can think of no good reason that this option is hidden when using an Apple KB, but there you go!
I too have no "Display" option.
Good Grief. I just checked three of my Macs with Sierra installed. None of them have "Display" in the list. LOLOL
That's weird. I wonder why the difference? For me, this is on a 2010 (purchased early 2011) Mac Pro with an external third party monitor. But still, why wouldn't it be there regardless of whether it's an integrated display (such as a MacBook or iMac model), or a separate display?
Yeah this is very odd. To add more to this weirdness I've tried two more things. First, the person in my office with the 2015 MBP, I just checked and he DOES have Display listed on his system and he is attached to an external display. So I plugged my MBP into an external display, rebooted, and still no Display option in shortcuts. So my guess is this bug is unrelated to what you have plugged in.
Yes, very weird. I just tested another iMac running Sierra and no Display setting. On the other hand I have a El Capitan VM and it does have the Display settings. rofl
Oh wow that is nuts! Same system two different results.
Just to try something else, I made another username on my system and checked it out and still no display. So its at a system level (which I suspected) but figured it was worth ruling out being a user account issue.
It may be some weird combination of CPU model, GPU, our birthdays etc. lol
Do any of you by chance have any Logitech mice or keyboards (with there drivers) attached to your system? Just wondering if that could have something to do with it, I doubt it but I thought it was worth asking.

Haven't tested to see what would happen to the System Preferences if I removed them, but I have a Logitech mouse using SteerMouse to drive it, and the MS IntelliType software installed for an MS Ergo 4000 keyboard.

Ok, since the VM was a clean install I thought I would try booting my MacBook with a clean install I have on an external drive. no such luck. No display setting. I'm getting convinced Sierra's behavior is affected by the hardware it's installed on. Or in one case, a VM.
Ah very interesting. Thanks for trying that out! I think you're right about the hardware then, that has to be it. I going to submit feedback to Apple on this and see what happens. I may trying to noodling around with this further later too and see if I can come up with other ideas. I'll post it anything I find here.
