Computer monitors have the graphic setup to make a computer display easier to see and operate on, but the Mac Mini has the ability to drive graphics to either a monitor or a TV. The TV would need to be able to redraw the screen very quickly.

You can go to system preferences > displays to tweak the tv screen so it looks pretty close to a computer monitor.

While most current TVs are LCD screens like computer monitors my experience is that they do not give as good results for a computer as a proper computer monitor. This may seem counter-intuitive but I believe the main reason is that TVs have additional functions built-in to optimise the image based on the assumption that the image is a video type image. When you use a computer to output information it far more often will be showing text which is not moving and can consist of very thin elements, this therefore tends to be made much worse by the TV processing.

There are probably other similar things happening again down the different assumed uses. Less of an issue nowadays as more TVs are 1920x1080 is the overscan issue and the difference between a TV signal of 1280x720 and actual TV physical resolution more often of 1366x768.
