Recently I brought iPhone 6s+ 128 GB I have apple bill too.i think I brought it on sep 23rd.so my question is can I upgrade my 6s+ to iPhone 7+.is it possible?

Apple's return policy may vary by country. In the US, it allows for products to be returned for a refund or exchange within 14 days of purchase. Your purchase is well beyond this time limit.
In some countries (including the US), Apple offers a trade-in program for iPhone. This offers instant in-store credit towards the purchase of an iPhone 7 Plus (or a Gift Card, if trading in via mail) when trading in an iPhone 6s Plus. In the US, the estimated trade-in value of an iPhone 6s Plus is currently $300 (terms apply):
