I fixed this by:
1. Holding the alt key during startup
2. Entering the PIN (set during initial locking) when the lock symbol shows up
3. Pressing Enter
4. Choosing Macintosh HD
5. Entering the PIN when prompted (yes, again)

Something else must have happened as well. What have you tried?
Try to follow the instructions at How to reinstall macOS - Apple Support.
Perhaps the SSD has died.
🙂 (the alt key is usually called the option key). Seems more symptomatic of having a firmware password enabled.
