As u can c on sat pic there's no rest ur finger menu so hw do I change my phone to lock en unlock.i want to use my Touch ID as I feel its de safest ryt nw my phone it's public phone any1 can unlock it
Have you setup a fingerprint at Settings > Touch ID & Passcode?
Rest Finger to Open is just an option that opens with a touch rather than a press. Touch ID is used whether the Rest Finger to Open option is on or off but it does require that you have a fingerprint set up.

The only other thing I can think of: are you using the latest version of iOS?
If it isn't due to that, hopefully someone else here will have an idea.
