I have rebooted the iPad. I have gone into the control center at the bottom of the screen and turned On orientation. I still have 7 apps that do not rotate. Ex Weather Channel, Starbucks, Flashlight, Metronome, Heart rate

Rotation needs to be supported by the Apps.
Those Apps simply do not support screen rotation.
The weather channel iPad app supports it, but the weather channel iphone app on an iPad will not. Make sure you have actual iPad versions of apps that are not offered as a universal app format.
