Why are Keynote Remote and Keynote not linking via bluetooth between my iPhone and iPad

On 20th November I delivered a presentation in a room without wi-fi using my watch, phone and ipad, which was linked to a projector. All linked by bluetooth and it worked perfectly.

Yesterday, Nov 29, I tried the same thing again. I could not get the iPhone to link via bluetooth to the iPad. The watch is linked to iPhone. I can link other devices via bluetooth to the iPad.

WIthin Keynote manage devices the iPad sees the iPhone and vice-versa. With wi-fi off on the phone they won't link. They will will wi-fi switched on but then the link is lost when wi-fi switched off.

Personal hotspot is off on both devices though the iPad is listed on the iPhone as a lersonal hotspot under settings wi-fi.

I have restarted both devices to no effect. Both on 10.1.1

Anyone any idea what is going on?

I have just found that I need to allow Keynote, through settings, to access 'Mobile Data' on both devices, iPad and iPhone, for Keynote remote (iPhone) to operate iPad presentations. I thought 'Mobile Data' refererred to 3G/4G networks which I also have on both devices. Remote now works without wi-fi, I assume through bluetooth. Nothing in Apple support makes this clear, unless it is a bug.
