You cannot check based on serial number. You can check based on Model number. See this information from a ASC User:
FaceTime for Middle Eastern iPhones.
On the device, open Settings, General, and then About.
If the model number has AB, AE, or possibly AH just before the slash, FaceTime will only be there if the installed SIM card enables it, and no SIM for a non-Middle Eastern carrier will. If your iPhone originated from Saudi Arabia, the United Arab Emirates, Pakistan, Qatar, Kuwait, Jordan, Oman, and Egypt, it'll fall into this category; the first three countries also don't allow FaceTime on their networks.
If the letters before the slash are different, check the device’s restrictions. You may need to search for it or redownload it from the iTunes App Store.
Jordan, Kuwait, Oman, Qatar, and Egypt allow FaceTime, but iPhones originating from those countries will lose it if taken to a country outside the Middle East.
Israel and Turkey don't have any restrictions on it. iPhones from those countries won't lose it if used outside the region.
You can't. If FaceTime is critical to you, then do not buy an iPhone in the Middle East.
