Apple SIM questions - crossing international borders

Can Apple SIM be configured with two active data plans from carriers in different countries, and switch automatically from one to the other when crossing borders?

Currently I have a Rogers SIM for Canada, and a AT&T SIM for the U.S., and I would like to avoid fumbling with SIMs at the border... one of these days I will lose one!

FYI I have an iPad Mini 4 which accepts Apple SIMs.

As I understand how it works and is built, it can only have one active service at a time, but that can be reprogrammed at will anytime. So either your cellphone company has arrangements with the others in the next country, in which case you do nothing but will probably have to pay higher rates. Or you'll have to redo the thing at every crossing.

My carrier, Telcel, has exchange agreements with at least one carrier in almost all countries. So in a pinch, my SIM chip (and presumably a chipless Apple SIM) works automatically in any of those countries without any action on my part. However, the SOB has "international charges" set up which constitute a veritable assault & robbery. So yeah, only to be resorted to in dire emergencies. SIM swapping works only if your iGadget is not carrier-locked: a sad reality with the phones, but not applicable as I understand it to the tablets.
