I attempt to restore / update an iPhone 6Plus with iTunes but receive error 4013. After IOS 3.5 attempted to update to 10.0 , the phone would not start ( only hang on apple logo screen ) which is why I had tried to do the restore/update through iTunes. What is wrong?

Nope. Didn't repair it. Just got a different one instead.
Yup. Did all of that . Thank you though. I have even tried a few third party programs after itunes wouldnt work on 2 computers. I am taking phone into the apple store soon.
Did you repaired ur iPhone somehow?I have the same problem,but i'm not able to go to a store or service anywhere 😟
