Yes although these are solutions they are not the solution to the problem I faced. After reading this support link (MacBook Pro 2016, TouchID and FileVault) and chatting with Apple Support for over 3 hours I realized that their is a issue with File Vault and using data migration. After erasing all fingerprints from Touch ID, disabling File Vault completely, re-enabling File Vault completely, only then was I able to add fingerprints and enable Touch ID.
