I am using OS X El Capitan on a 201Macbook Pro and in the last few days have lost the ability to cut and paste. I have tried the
command + c option and command +x/v option and nothing is working. I have reset the system, checked for updates etc...HELP!

What application(s) is affected? Try another app like TextEdit or Notes - is it the same?
In the application open the Edit menu & read the shortcut listed for each command. Are they showing command+C, command+V and command+X for copy, paste and cut?
Shortcuts can be changed in System Preferences > Keyboard > Shortcuts tab. See if you have reassigned the default ones to different commands. You can restore them to default in that panel (losing any custom ones you may have set).

Thanks, Drew. I restored to the default but I still can use the comman+c key. It makes me use the drop down menu from edit. I am trying to do this in a Google Drive document. I have always been able to do this and it is causing a huge headache right now!
Can you try in another Application like TextEdit? What application are you editing the Google Drive document in?
You could try a right click on selected text, it creates a contextual menu that should allow you to copy & paste (or use ctrl+click). I know it isn't the answer but it may speed you up until you find the correct solution.
Are you using a keyboard that has its own drivers or some other input device with its own drivers?
