My daughter has been using my wife's apple id for years and wants her own now (going to college soon). Can we create a new apple id and transfer all content from her phone under a new id?
It is not possible to transfer content to another Apple ID. Probably you would be interested in Family Sharing Share purchased content with Family Sharing - Apple Support
If you are only talking about data that is on the phone and isn't synced to iCloud, then she should be able to change her Apple ID.
