Can apple support unlock a iPhone that's Icloud locked

They are cheaper because they are completely useless.

Only the owner of the account used to lock them can remove the lock. If the sale lists it as iCloud locked or activation locked, don't go anywhere near it unless you want a really fancy, very expensive paper-weight.

Activation Lock prevents unauthorised use of the iPhone if it is lost or stolen.

This can be disabled only by the previous owner either entering their Apple ID and password on the device or by them removing the iPhone from their devices list in Find My iPhone via iCloud.com.

If you cannot arrange for either of these steps to be taken, then you will be unable to use the iPhone.

There is no way around this security feature.

Apple will not remove an iCloud activation lock. Only the person who entered it can do that. Do not buy any phone that has an iCloud lock on it. Without the owners help, the phone will be useless to you.

How does that website know an unreported stolen device? I know for sure Apple won't help you remove the activation lock.

Apple support can remove activation lock, but only if you can prove you were the original purchaser of the device and you can provide a copy of the original receipt.

No, and neither will the website that you found. It is not possible to bypass the activation lock.
