Apple Pay is charging to wrong card

I have multiple cards set up in Apple Pay. I've noticed lately that when I use a card that is not set up as the default card in Apple Pay, the charge still goes to the default card. For example, Card A is the default and shows up when I first open Apple Pay. Card C is the card I want to use for a particular transaction, so I select it, authorize it using TouchID, complete the transaction, and go about my day. The charge is appearing on Card A's statement with the bank.
