To access the flashlight under iOS 10.x:

Swipe up from the bottom edge of the screen to open Control Centre > if necessary, swipe sideways to the leftmost screen > tap on the flashlight / torch icon.

The Control Centre is, BTW, the only official/default way to access that feature, but is a limited on/off deal. You might want to search for alternative apps on the App Store to get more functionality, such as variable brightness, signaling, etc.
