Facetime activation error on iPad Mini2

When I first tried to open Facetime, I entered my appleid and password. The message I'm getting is During activation there has been an error.Please retry.

If I'm entering settings>general>facetime is asking me to enter id and pass and each time I do that it happens the same.

My wifi is on and working, my date and time setting is on automatic and it works, my location is on, and my contacts are synced with my gmail account

What can I do?Please help!

iPad Mini, iOS 10.1.1

Model is ME277HC/A. It's an iPad Mini2 32GB Wifi, not cellular

Country Romania

Under General>VPN it says Not connected and if I go to configure VPN it says Type IKEv2


I'm connected via my home Wifi which works perfect on my other devices: 2 iphone 5s (on which FaceTime and iMessage works) and 2 laptops


I also tried all types of reset offered under General>Reset (network reset, general reset...all of them) and also keeping pressed start and home button at the same time.

Nothing works
