The battery appears to have expired.
Better quality replacement batteries can be found from a few sources
online; or you can take your chances with a walmart clone.
I bought replacement from OWC macsales.com, battery for 12-inch
G4 iBook (mid-2005 model) & was made by NewerTech. About $88.
You could try this to see if the hardware responds:

A replacement battery, no matter the source, would require a calibration
routine to be performed and then after it seems stable (and reliable) you
can later calibrate the battery per cyclic-use factor they suggest in their
guide online. The newertech battery has better power over its life; and
has fairly good guarantee via OWC.

The example of recommended battery (they offer different part number for
the 14-inch iBook; it has slightly more storage capacity) from OWC is here:
An original quality power adapter with green/amber light is hard to come by
but there are good quality third-party adapters without indicator light in cord.
Another point of issue may be the DC-in Board ~ a circuit-board in the iBook;
if the adapter, battery and other hardware is known good, this may be bad...
