How to delete framework file?

It's a file placed on your system by eSellerate. Typically, it's there because you purchased software online that uses their system to validate registration information. If you remove it, the software that uses the framework to authenticate its use may tell you that you have an invalid copy and either refuse to run, or say you need to purchase it.
That aside, being in your user account, you shouldn't have any trouble deleting it. It's your account, and anything in it is supposed to belong to you. Highlight the file and press Command+I. Is the Locked check box on? If so, turn it off and try removing the file. If that's not it, expand the Sharing & Permissions section if it's closed. Click the lock at the lower right and enter your admin password so you can make changes. Now, is your user name there? If it is, and it's not already on Read & Write, change it to that. If your name isn't there, click the plus button and add yourself, giving it Read & Write access. Close the Get Info box. You should now be able to delete the file.
