How to get into an old iCloud account? I would like to retrieve my photos

If you were using iCloud Photo Library one method would be to use a computer and log in to https://www.icloud.com/ and go to the Photos app there. You can then select and download the photos.

If you weren't using iCloud Photo Library but your photos were included in an iCloud backup instead, you can restore the backup to another iOS device (but be aware that it will involve deleting all of the data currently on that device). See: iCloud: Restore or set up your iOS device from iCloud
