It sure looks like you can add a bar coded pass, based on the article you attached above.

The bar code is not related to an app. It is just an access bar code used when entering a health facility. When scanning it I get no pass code found.

I tried to scan a random UPC code (on the back of a textbook) into Wallet. I got a pop-up saying "You can only scan passes into Wallet". You asked if you can add a pass into Wallet, so the answer appears to be "Yes." I guess what you are scanning is not a pass.
