There are normally some hoops you can jump through as you create your iTunes account that workaround the need for a payment card, otherwise once the account is set up the iTunes Store may still expect you to provide one, which you can subsequently remove. It is worth noting that one of the functions of the registration is to prove you have a valid billing address in the region whose store you are trying to use. You might also have difficulty selecting None as an option if you have any active subscriptions (see View, change, or cancel your subscriptions - Apple Support), an outstanding debit balance to the iTunes Store, there are unreleased authorization holds on the card (see About payment card authorization holds in the iTunes Store - Apple Support) or you are trying to switch to one regional store while being in a different region.

Which means that you have not used it in the store before, correct?
If you're using the iTunes Store or App Store for the first time
If you're using the store for the first time with an existing Apple ID, you must provide a payment method. After you create the account, you can change your payment information to None.
If you're creating a new Apple ID, you might be able to create an account without entering your credit card details.
Are you located in Australia? If not, but you're trying to set up an account with the Australian iTunes Store that might explain why iTunes is insisting that you provide a valid payment method attached to an address in Australia.

If you followed the steps in the support link, then you can try contacting Apple Support, or you can try purchasing an iTunes gift card at a store and add that as a payment method. I'm guessing that you do not have a credit card to use and then remove?

Yes I'm in Australia, and yes I have filled in my real Australian address and real contact phone number. If Apple doesn't like real information, may be filling in fake info will get through.

I've selected a free app to download and create the new ID from the App store. So yes, this new ID has never been used.
Click on the last link I provided that talks about creating an account without entering your credit card details.
I did followed this post step by step to create this Apple ID before I create this post in the forum.
I'm a bit hesitated to do that. I've searched a lots posts, some people cannot change it back to 'None' method after they selected other payment method. It's just waste of time and money.
Then I guess you'll have to take that route. 😕
