Rosetta Stone app for ipad

1 I have four ipads for student use and I have put Rosetta Stone onto all four. We don't have wifi. Questions:

if someone signs out of the app, do we need to have wifi in order to sign in again?

Also, is there a facility to have multiple students using the app and recording progress? Previously I had this on a (now defunct) laptop.
