apspd using RAM, cfprefsd hogging CPU

Mac mini Server, mid 2010, Yosemite 10.10.5, 16GB RAM, 2.66Ghz core 2 duo

Slow performance observed. Swap used 1.16GB

apspd using 8.25GB ram and constantly running near 100% CPU

cfprefd constantly running near 55-100% CPU

What can I look for to see why these two processes are hogging resources?

I have force quit apspd, and trashed the Apple Push Notifications prefs files. This had a very good effect on performance. Reboot in progress to see if apspd returns.
