Mac Mini will not load, Red, Raster, Black screen, spinning Ball

My Mac Mini will not complete the start up process, I've gotten the following results trying to log on:

The Red screen

The rain bow spinning ball

The black screen

The Apple icon and bar that never completes it duty

The pointer @ the top left part of the screen

Restarts keeps repeating the above

I need help and need it badly

Other specs are on the non operating Mac Mini

OS X El Capitan

Just give me some possible ways of fixing it.

I have a 2000 email list I must feed
