The iOS 10 will install on iPad Mini 2 and newer. What version iPad Mini do you have?
Also, going to the beta website ( beta.apple.com ) is not necessary. You can just go to the App store to get iOS 10, if your iPad can be updated.

You do not need to do that, if your iPad is an iPad 3 (you've checked the model number : Identify your iPad model - Apple Support ?) you should be able to update directly on it or via an up-to-date computer's iTunes.
What happens when you try to update via Settings > General > Software Update ? Or via its Summary tab on you computer's iTunes ? Are you getting an error message ?
Hi. Probably need to delete the beta profile in order to receive a normal update. Also, this will be a large download (almost 2 GB), so need a good WiFi connection and charger, or Tunes on computer.
