How can i create hotspot over lte on ios 10

I am using idea as my operator and when i switch to lte mode i am unable to connect my pc to iPhone's hotspot on the same time when i switch back to 3g it works. I have surfed a lot about it on internet bt nothing of use but a week before i was able to use my iPhone's lte hotspot on any device the problem arises after i visited to roaming zone and there i wanted to use hotspot. There after i am unable to use lte hotspot

iPhone 5s, iOS 10.1.1

I am having same issue and I raised this concern to Idea carrier as suggested by you,however they replied its not from our end, contact apple for the same.
