how to bypass activation password, to set up like new

What if I dont have the other persons apple id or password?? and I dont know who they are to ask them to log in and turn off find my iphone? I bought 2 iphones used and it said that they were clean/unlocked, but when I went to set them up they are linked to someone's account and I have no idea how to log into it. The 1 is a green iPhone 5S, IOS 10. It know says that the apple id is disabled after I tried some of the things I found online saying how to factory reset the device and bypass the password. I was able to get the device to reset through iTunes and was able to start to set it up like new up to the point that it asks for the old apple id and password. The 2nd one is a rose/gold iPhone 6S I assume it is updated to the newer IOS. it is disabled stuck at the lock screen asking for a digital pin. I don't have any of the apple id's, passwords or lock codes. I need help to get past the lock code and both disabled devices. so I can set it up like new. Please if anyone knows how to do this help!!
