iPhone 5s wont unlock

Hello, i found an iPhone 5s in the garbage. We took it and we tried restarting. But we tried with and without simcard. We also tried iTunes. But nothing worked, it needs Apple ID to unlock, but we dont know that one. We are literally stuck with this! We cant unlock it. Its a big problem... We dont have the Apple ID neither iTunes work. Any ideas? Model: A1457

Note: This is in Norway, US have more options.

That's called Activation Lock. It prevends people from using a stolen phone. Only the formal owner can unlock the phone.

If Find-My-iPhone is used, there're should be a phone number of the formal owner. If not, the phone will be useless.
