iPhone 7 with iOS 10.1.1 Personal hotspot issues

I'm having issues with Personal hotspot feature over Wi-fi.

The issue is when I turn it on other devices don't always see the iPhone's Wi-fi network. I would then turn it on and off a couple of times for my laptop to finally discover it and connect to it. My laptop is running Windows 10.

Sometimes it is required that I shutdown my iPhone and start it again and only then the network would become discoverable.

The other issue is that the network does not shutdown automatically after a certain period of time when no devices are connected to it.

Also, I found it odd that iPhone would be able to switch Personal Hotspot on and off in a time of a button switch. I think Apple should provide a notification saying that turning it on and off will take some time because it's obvious it doesn't happen instantly.

These sorts of things used to work fine, without any issues, on my previous phone which was an Android phone.
