Billing problem

Every app I try to install on my iPad which I recently returned to factory settings it says there is a billing problem with a previous purchase. I tried updating my payment information bUT it says it's declined. I can't even update an app already on the iPad. I noticed this notice when my son was playing with it which is why I did the factory reset. he's going to be so upset when he can't play his games in the morning
