If you do mean .dgn then that is a file used for CAD applications, you would be best to search/ google for
"open .dgn files in Mac OS X or macOS". Your profile states that you are using a PowerMac and 10.3 which are both now very old so finding software to open the .dgn file may be tricky.
As for the suggestion that Photoshop will open .dgn I am not so sure. TechRocks mentions it in his reply
but I think he may have got confused with Adobes .dng (digital negative) file format which is a file created from a camera manufacturers proprietary raw file format using the free DNG converter software from Adobe.
If I have got this wrong TechRocks and Photoshop can open .dgn file then please accept my apologies.
