If the developer has removed it from the store you won't be able to redownload it. Have you not got a copy of it in the Apps section of your computer's iTunes library and/or on your backup of your downloads/computer ? Any item can be removed from the store at any time (you are only guaranteed one download of any item), when you buy an app on a device you should also download it on your computer's iTunes so that you can take a backup copy of it - for music etc. (but not apps) you can copy them back from a device, e.g. if you buy them on it, via File > Devices > Transfer Purchases (or also download them on your computer if possible) so that you can back them up

Beginning with iOS9 apps can no longer be synced from a device to iTunes. Copies of iOS apps stored on your computer should still appear in iTunes. If they are not on your computer then you either need to download them from the iTunes Store to the computer directly to then sync them to the device, or ideally download them directly to the mobile device.
