I can't even unlock the device.

Click the home button twice-quickly. One of the items you'll see in the App Switcher is Safari. You'll recognize it because the thumbnail looks just like the ransomeware page. Swipe that thumbnail upward and watch it disappear.

Now click the home button once and you should be back to the home page. Go to "Settings>Safari." Scroll to the middle of that page and tap "Clear History And Website Data"

Hi. You say you cannot unlock the device. If DV's suggestions above don't work, try the following:

1. Reboot by holding Sleep and Home buttons until you see the Apple. This takes about 15 seconds, so get a good grip.

2. If you still see this popup on the lock screen, try swiping right to the Today pane. Tap on something (not Safari) and you should get the passcode keypad, followed by the selected app.

3. Try to shutdown Safari as already described.

4. Also, check Settings > General > Profile, and delete it if you have one. If you don't see Profile, then you don't have one.
