Why does it say buy when it's free in app store?

I recently updated my phone to the iOS 10.2 and I wanted to download games in the App store. After i searched the game i wanted, i checked if i the was free and it was! When it told me to put my id password it said buy?? I tried shutting off my phone too see if it'd switch back to day "download" instead of buy? So i'm not really sure if i'm buying the apps or it just says that

Is this a new account ? If it is, did you not use these instructions when creating it : Create or use your Apple ID without a payment method - Apple Support ? If you don't use those instructions you will be prompted to enter payment details before the account can be used, but you are not charged (expect temporarily to check that the card details are correct and valid) for downloading a free app
