Red dot on voicemail icon IOS 10.2

After I have updated to iOS 10.2, constantly I get a red dot over the voicemail icon. On the Phone icon in the home screen there is no red dot for missing voicemail. When I close the Phone menu and reopened it, the icon disappears. I don't have voicemail activated, and never had such issue before the update.

I resetted network settings and even tried to reset all settings, but the issue is there. I will put screenshot too. I will appreciate if anyone has suggestions how to stop this annoying bug.
