An iPad 3 can't be updated past 9.3.5; iOS 10 requires an A6 or better CPU.

You may be running a beta version of the software, try looking in settings for another update.
That's the problem. My search says iOS 9.3.5 is up to date.
Thanks. So how do I make sure I guard against security threats
You can't run any higher with the iPad 3, that is the highest level iOS it will run. That is why it says it's up to date because it has the most current version it is capable of running.
Thanks
As long as it isn't jail broken you should be okay against threats. There really isn't a whole lot more you can do, the hardware in the iPad 3 just cant handle the requirements needed of the newer iOS. Youre iPad should still function safely and securely as it is, but if you rea want the newest version the only option you have is to upgrade your device by purchasing a new one. That doesn't mean your device is obsolete, it will still do things just fine, if you are able to do what you need with it now, then you shouldn't have to rush out and get something new. However, it is unable to get the advanced features that you would get from the new iOS that the newer hardware can run.
