How can I remove school controls from an ipad 2 that we purchased when my son graduated in 2014?

I assume that the school has set the device in supervisory mode. Depending on how this was done, supervisor mode will block the restore of the idevice. What's worse, it will stop the restore half way through and you will be left with a non-functioning idevice. [ I haven't experienced this personally. ]
You need to visit the school and have then remove supervisory mode.
There is another control that can be set.

With a Restriction, you will see only on app on the screen. This is different from the above.

Only the person at the school who implemented it can remove it unless you wipe the device and restore it as new.

You will need to restore your device as New to remove a Restrictions passcode. Go through the normal process to restore your device, but when you see the options to restore as New or from a backup, be sure to choose New. Follow these steps to place your iOS device into recovery mode. If your iOS device is already in recovery mode, you can proceed immediately to step 6. 1. Note: If you see the battery charge warning, let the device charge for at least ten minutes, and then start with step 2 again. 4. Continue holding the Home button until you see the "Connect to iTunes" screen. When this screen appears you can release the Home button: 5. If necessary, open iTunes. If you have full access to ipad then turn off restrictions if its got a password try
Your passcode you may need to restore back to factory settings .
