Huh?! Please explain how that will remove Activation Lock on the iCloud account.
And also explain why you gave that advice to Kilted Tim, who is not the person with the problem.
There is no way to bypass the activation lock.
If it is locked with your account, you can reset the password at https://iforgot.apple.com.
If you can't do that, you will need to Contact Apple for help with Apple ID account security - Apple Support.
If it is locked with someone else's account, you will need to contact them and have them remove the lock. If you can't contact them or they can't or won't remove the lock, you're out of luck unless you can provide the original proof of purchase to Apple.
