How do scammers get my phone number?

I just started using an iPad Pro I received for Christmas, and today I received a phone call saying that I shouldn't use my computer or other "Mac" devices. This is the first time in a long time I use an Apple product. The phone number who called is (800)201-8154. I'm sure it's a scam, so I'm definitely not going to humor them, or waist my time with this. What I'm more concerned about is how they managed to get my phone number.

iPad Pro, iOS 10.2

they "butt dial" a number with a computer, you pick up, they sell to other scammers or they run other scams.

or you sign up for somthing and use your # or the person with the number before you was an idiot or someone used a false # and it was yours.

iOS 9 allows you to block a number using the ℹ icon on the call history (scroll to the bottom of the call info) I think you can still block using iOS 10.

but that is all that needs to happen to validate a "spamable" number, you can lock your phone in a vault and drop it to the bottom of the sea and it you can still get the number snapped up.
