How do you do a hard reset on an iPhone 7?
There is no such thing really as a hard reset. There is a reset, which is little different from simply shutting the device off, and back on again.
A true hard reset would be to use the erase all content and settings option in settings, or connect to iTunes and restore as new. Either of those will reset the device back to the factory defaults and will boot back to the original activation and setup screens. An icloud remote erase will do the same thing.
At least in my mind that is what a "hard reset" really means - back to an out of the box clean condition, with no third party apps, user content or settings in place.
Probably not really holding the volume button. Do you have a case on your phone? Try holding down the volume button a before you start holding the Home button.

How to force restart
You should force restart your iPhone, iPad, or iPod touch as a last resort, and only if it's not responding. Follow these steps to force restart your device:
