why is gps erratic on ipad mini 4?

i've tried apple maps and google maps on a new ipad mini 4, and i can't maintain an accurate position. after hours of tech support, updating and restoring, and replacing the device the problem still persists. the positioning is off and occasionally freezes or jumps to catch up. i've used my ipad mini 3 alongside the 4 simultaneously and it works perfectly, although the settings and latest ios are identical and tethered to the same iphone personal hotspot. anyone else have this problem??
