how do i allow sync access to iphone text messaging

Just got a New Ford vehicle 2017 with sync 3 and The vehicle tells me that it does not have access to text messaging on my phone. How do I enable sync3 access to my text messaging on my phone?

I have the same issue from 2017 Toyota RAV4. I want to enable a text message to read or be read out through Toyota Entune from my phone. iPhone 6+.
