Unable to Access Purchased Movies

I have an Apple TV. Recently I tried to view my purchased movies, but I received this error message "There's a billing problem with a previous purchase."

You may need to update your billing information, check out this page Pay an unpaid balance in the iTunes Store - Apple Support

How about ability to access my amazon movies? Safari is unable to open and points me to itunes

I would assume you need to use the app instead of safari, but contact Amazon
