I follow usual steps and sites stay there and pop back on, strange. Any ideas how to fix this problem? I have tried remove individually and remove all, nada.

As the 2nd article points out, they are capable of regenerating after deletion with files that go to many parts of the system.
Safari/Browsers – can’t delete cookies
The myth of the dangerous cookie
Quit Safari.
In Finder go to Go menu and then Go to Folder.
Copy and paste this ~/Library/Safari/Databases.
Delete the contents of the folder.
Launch Safari again and check if all is ok.
If that doesn’t work, copy and paste this ~/Library/Safari/LocalStorage.
Delete the contents of the folder.
Then go to Safari/History and delete any entries for the related websites.
Test.
o to Finder and select your user/home folder. With that Finder window as the front window, either select Finder/View/Show View options or go command - J. When the View options opens, check ’Show Library Folder’. That should make your user library folder visible in your user/home folder.
See the second article in my post about Evercookies.
Hi Eric, I have read all those posts but as someone else replied, on my Macbook Air, Safari is not listed in Library in any of the Users Folders, only in Applications. The only action I can get through that is to open Safari ? Through the normal removal processes I have a number of sites that are not removed for even an instant. They simply remain. Any further suggestions? Thanks.
Hi dominic23, when you say you delete the Website Data Folder manually, are you saying there is another way to empty it apart from clearing histories or through Manage Website Data.
If you have not done this already, please try it.
1. Visit Apple.Com
2. Empty Caches.
Safari > Preference > Advanced
Checkmark the box beside "Show Develop menu in menu bar".
Develop menu will appear in the Safari menu bar.
Click Develop and select "Empty Caches" from the dropdown.
Do this couple of times
3. Remove Cookies.
Safari > Preferences > Privacy > Cookies and Website Data...:
Click the “Manage Website Data” button.
Click “Remove All” button.
Do it twice.
Thanks Domenic23, I have clicked the “Manage Website Data” button and clicked “Remove All” button many times, all data just remains where it is.
It is very hard to eliminate caches and cookies.
Surefire way not to have these caches and cookies stored, is not to visit any website and that is impractical.
Caches and cookies help to make Safari run faster.
Top Sites, bookmarks, history, etc repopulate cookies folder.
The homepage I have set, instantaneously adds 70+ caches and cookies to the Website Data folder.
I just empty this folder manually.
