MacBook Pro wifi hotspot pop up not working

Whenever I try to connect to a website with a pop up (ex: hotel and Starbucks), a screen shows up saying that "A problem occurred and the webpage couldn't be loaded". This is very inconvenient because it won't allow me to connect to the wifi. The bottom of the page says http://captive.apple.com/hotspot-detect.html. It would be great if someone could tell me what I could do to solve this issue. I also checked my network settings and browser settings and nothing is blocking pop ups.
