How do I import FCP files into Final Cut Pro 10.3?

What do you mean by an FCP? You can only import media into FCP.

FCP files are edited video files created by older versions of Final Cut Pro.

Any library created since v10.1 can be opened in 10.3. What version are you talking about? Pre-10.1? Legacy FCP pre-10.0?

Libraries created with whatever version of Final Cut Pro I had in 2008-2009.

There were no libraries then. That's pre-FCPX. The files cannot be brought into this application. You have to open them in the legacy application, export an XM file, convert it using the SendToX utility, and then bring the XML convers into FCPX.
