How can I remove 'Today View' from iPad Air 2? I have closed all the widgets. But the Weather widget still appears with EDIT on the Today View page. All help will be appreciated. I am new to iPad Air 2.

IF you mean that you are seeing the current temperature and your location in the upper left corner, you can't remove that. That is not a widget, it is part of the iOS, at least as far as I know. I have removed all of my widgets on my iPad Air 2 but I still see that.
No, I'm not referring to the anything in the upper left corner. I'm referring to a complete page. When I slide the Home Page to the right, there it is. A complete page to the left of the Home page referred to as the 'Today View' page. Thanks for trying.
I believe you can under iOS 10.x but I cannot test nor verify since I am running iOS 9.3.5:
Settings > Touch ID & Passcode. From here you can (apparently) toggle OFF "Today View"

How can I access my 'Settings' when my device is locked? I am new to IPad Air 2. I know just about everything about Android devices but not so much with Apple devices.
You can't access the settings until you unlock the device. Once you unlock it then go to the Settings app and tap Touch ID and passcode, enter your passcode and turn off Today View.
To remove the weather go to settings> privacy> location services> weather> never.
