IPad stop turning on

My iPad 4 mini is completely full memory and has no storage at all left. When I went to go click on an app they were not working at all and from experience of this in the past I turned my iPad off but then when I went to turn it back on it would not load past the apple logo. I would press the on button and I would start turning on but then go black after the apple logo showed for about 5 seconds. I have tried pressing the power and home button together but nothing has happened and when I have plugged it into my laptop to see if I can backup my pictures and videos it hasn't gave me the option to do so. I believe that it has also updated its self to iOS 10.2 meaning that it isn't turning on because there is no room left.

Is there any advice of what I could possibly do?
